James serves as Vice President of Federal Government Affairs at PhRMA, which represents the world’s leading biopharmaceutical research and biotechnology companies. In this role, he drives strategy to modernize the policy and regulatory environment to fuel medical innovation and expand access to life-saving treatments.

James has led strategic initiatives for global enterprises at the intersection of health care, technology, and finance, advising global corporations, industry leaders, and government leaders, as well as candidates for U.S. President, Senate, and House.

James earned his MBA from the Wharton School, with concentrations in Finance and Strategy. He graduated with honors and was named a Palmer Scholar, the highest academic distinction awarded to the top five percent of the class. While at Wharton, he served as Vice President of Finance on the Executive Board of the Penn Biotech Group.
